RE:RE:RE:funny how jokers I think there are two answers to this question: is it is technically accessible all year round, but it is impractical and expensive in certain months.
Stephen has said in interviews that the "site becomes accessible" in the summer months (after snow is melted and ground is a bit dryer). I take this to mean practical to access with a favourable cost/m (~$62/m + some G&A was the number Stephen recently said). I don't see any reason why a site with highway access in a relatively developed area wouldn't be accessible year round given a large sum of money.
In short, expect drilling campaigns to only happen in months without snow. That might change if they have a few seasons of success and are more able to deploy large sums of cash.
