If the Wessons fail to file financials on time, there will be a CTO issued by the BCSC, and then everyone is stuck in no mans land.

Frankly speaking, this is their get out of jail card as they still would not have filed the requisite statements and we still would not have a clue of what they have been up to. 

to my mind, the company is totally out of cash.

Try reading about scandal in German Wirecard. They could not hand in their finacials either because of accounting irregularities. More than 2 billion $ missing. CTO and insolvency. CEO is now in jail. https://www.nytimes.com/2020/06/26/business/wirecard-collapse-markus-braun.html

Weesons will file in the fianncial reports as committed if thats what your worry is, though it will be a non-event and shall contribute nothing to valuations.
