I'd bet the financing on the PP was closed before it was even announced! I would also wager the new money coming in is Chinese, based on the past history of the new addition to the board. 22 conditions to clear in order to get the building going, once those hurdles have been cleared there is no stopping the share price. Those who hold for the next couple years while the building gets completed and the orders come in will be the big winners!
