It's going to be hard to put the genie back in, at least not in the foreseeable future. Secondly, to address the labour shortage will require getting more young Canadians into nursing and recruiting more nurses from overseas. Those nurses being recruited are also being sought by many other jurisdictions. So this shortage is a chronic and structural issue that's been going on everywhere for decades -- it's laughable to think the Quebec gov't can solve it in three years. PHA will continue to grow simply because their services will be needed. But it does show the importance of PHA expanding into other jurisdictions where their services may be more appreciated.
