I think you're missing it pretty bad this time - but I have to say that tripe you just came up with was actually FUNNY.
The Peruvian government is trying to stop the artisans from PROCESSING their own ore - they put the ore in a 50-gallon drum, add mercury, and then get into the drum barefooted and start jumping up and down. This is not only bad for the health of the artisan miners but also the environment when they dispose of the remnants of this process directly into rivers and streams.
Instead, the government is aiming to keep businesses like PLE/J&M operating, so that the leaching process will be carried out correctly and in an environmentally-sensitve way.
