What I take from that answer is the following:

1. Obviously, the calculation of how much money they would need until they would get the money from the financing, changed fundamentally.
   
   Cost structures cannot be changed so fast.
   
   So if they now feel they don't need the loan (that they secured as a precaution), it can only mean, that either revenues in January encreased substantially or that they will get the money from the financing faster than anticipated. 
    
2. It is save, that there is a serious main investor.
    
3. The main investor is influencing the finance politics of the company already.
    
4. Taking only $M7 would dilute the shares less than expected. 
    
5. Doesn't he say between the lines, that the actual share price still has an influence on the repricing of the new shares deal ? If You agree: BUY NOW ! The higher the actual share price, the lower the dilution !

I would say, I have heard worse in this so called bullboard (which more and more transformed into a bearboard).
