The Funds secondary investment objective is capital appreciation The Fund seeks to achieve its investment objectives by investing at least 80% of its managed assets (i.e., net assets plus assets obtained through leverage) in a portfolio of preferred and other income securities issued by U.S. and non-U.S. companies, which may be either exchange-traded or available over-the-counter. In pursuing its investment objectives, the Fund seeks to achieve favorable after-tax returns for its shareholders by seeking to minimize the U.S. federal income tax consequences on income generated by the Fund. Retail Traders

Retail TradersAs most of you probably already know, the knock down of PTA share price is due solely to retail traders/investors/swing traders. It certainly is not due to large shareholders or fund selling. Please see trade volume for past couple months here:

Largest volume for March was Friday at 4.553 million, but in $ value it's only $1.14 million using an average share price of 25 cents. The only big volume day that would have been due to funds/large shareholders was Feb 28th but the share price hardly moved (opened 45 cents and closed 44 cents), meaning there could have been lots of crosses by the same fund/large shareholder buying in one account and selling in the other due to month end re-balancing.

I think PTA might have put in a bottom today seeing that it closed at 23 cents for two consecutive days, look for buyers to start stepping in from tomorrow.
