Okay, so this is the right link,

that is the lease for Jet Enviro De-Icing LLC at Ted Stevens Anchorage International Airport.

"AUTHORIZED USE: Construct, maintain and operate a radiant de-icing facility based on FAA approved alternatives to conventional glycol based methods."

So, it looks like the lease was signed back in 2008. My gut feeling tells me, as I posted earlier, that there is a facility very near completion in Alaska.
