QUICK! Buy RLV at 2.5 cents!! It was 4.5 cents 60 days ago, 5.5 cents in September, 7 cents in April, 10 cents in 2019, 25 cents in 2018... Oh wait - did you want to buy a stock that goes UP? Never mind, this only goes down over time...

Some call them desperate sellers, I call them people who want to get something for their investment lol. There's no evidence at this point for a reasonable person to believe there's the possibility of a positive SP in the near future.
