Not sold on a blackout period. He could just be on vacation and taking a tweet rest. Nice to speculate though. The history of this company isn't a blackout period but a trading halt which they did three times last year. You cannot put a blackout on pending news as you never know when it will come in. Putting a halt on trading once news comes in is more likely til the news can be realeased to everyone at once.
The actual term "Blackout Period" seems only to be enforced two weeks prior and two days after a Quarterly or Annual release. You can put dates on those as you know what the release date is. Not so much regarding real time news.
So I really think this is just wishful thinking for now.
