Seeing as management has chosen to go completely silent about the goings on within the company (if there are in fact any goings on) maybe we can speculate a little on avenues forward (with a little imagination - it may be tough to make a product if you do not have any ingredients).
An out of left field speculation:

Its geographical segments are the..." I understand QTRH is presently restructuring and selling off the IT - Intellectual Technology branch of their business and focusing on the Tansportation Systems.
Maybe our management group should approach them regarding a buyout. The license plate system should be attractive and they may even like the security side of the business. Not sure about the other two divisions but one can hope.
It should be worth at least $1 per share even though with market conditions it has been beaten down to 21.5 cents.
Anything has to be better than what we have. Silent running is for submarines not an active (?) business. I know it is beautiful in Scottsdale at this time of year what with golf, dining, shopping, and happy hours but it should not detract from the important stuff. Selling the company could be a way of separating the priorities.
