MCTO? What does it mean?

Why would they prevent certain investors and insiders from selling their shares before July 15? They claim it is based on the fact that they did not file their annual earnings on time, but could it also be an ominous indication that earnings data is far worse than thought. So, in order to prevent certain insiders from jumping a sinking ship they got a MCTO against them? I don't understand, maybe someone here can provide some context for me.
