It is more parsimonious to pay attention to what is officially in a PR than to imagine things that are favorable to one's position. 

FVR could not afford for a $22 million sale to fall through and if they purposely didn't try to satisfy the conditions, INE would have sued them. 

And won.

If FVR Management had given details, at least as much as INE, we wouldn't be wondering...or I wouldn't be. You seem to believe your own guess.
