Let me analyze the situation of TAM overall and what I beleive is happening.

TAM started by introducing their project by saying they want to mine some deposit using a freeze perimeter technology so the water doesn't get there and ramp access to the deposit. Using this method to mine is very costly for a junior and entails some risks if not studied properly. Tamerlane now is looking into using the open pit method which is much less costly and much pratical for a junior. And propbably the freeze perimeter technology wasn't well understood by financing parties. But now with the Open pit it's much more comprehensible and probably they will get financing easier. The other thing they can do is tackle those 35 deposits they can mine one by one and start little untill they get the production going.
