It doesn't stipulate that they can't at a point when data would suggest TLT has an obvious successful product!  These directors are paid a nominal fee usually in options that if exercised are sold off quickly to avoid the appearance of favoring the company. 
In the past some posters have expressed dissatisfaction over the fact some directors weren't buying shares ( no skin in the game ) now you understand why they couldn't buy. As stated in the description their role as an outsider or independent is to more or less observe from 50,000 feet.
