Their goal all along has been to raise enough cash to meet the requirements of a base shelf: 12 months of operating expenses in cash reserve. PPs  are not getting them there. Read Christina's comment re base shelf.  Personally I would rather they issue debt than issue more shares to pay operating expenses.

Keep in mind as well that it can be used as a position of strength when negotiating future deals; the ability to go it alone doesn't come from PPs  but it can come from a base shelf. Hopefully deals will come before they ever need to act on the base.
