To be honest, I think you dwell a little too much on who is buying and selling as I don't think we can know the intentions of the buyers and sellers. ( although an up day on large volume could be an early signal as to some good news)
fThe more important thing in how a stock will perform over time is the fundamentals. IF TVI puts a bunch of rigs in the area around the mill and comes up with a new resource or extends the present one, then yes, investors should respond favorably. Also, if they drill up Balabag and come back with good results and can show good economics, the stock should react favorably. If they hit oil the stock should react favorably. In reality, very few stocks react favorably to no news or uncertain news. So until something concrete and favorable is announced, there is little investors have to get excited about to make them jump in and push the stock higher. Like you have said, every order has a buyer and a seller. The direction of the price is determined by the enthusiasm of either the buyer or seller and in this case, the sellers are willing to unload stock at lower prices instead of buyers throwing money at the stock, pushing it up.

I think TVI on paper has A lot going for it, but a short lived mine is definitely a negative and until that is put behind the company, the stock will be discounted.
