You are part right in your statement about Ligands, Thoriom and Uraniom.  The way MRT works is that REE as a group is pulled out of the PLS.  Leaving the Thorium and Uranium behind in the PLS.  Then the REE group is broke down to the lights and heavies.  Then into each REE element.
Leaving what is left in the PLS to be made into back fill paste/cement.
