I couldn't actually read the article referenced in the link you included because the site is a subscription only site.  I'm assuming you were referring to the article in Bdaily Business News titled "Tees Valley Mayor meets Australian CEO in £70m investment talks."

So, I did some further searching and found the article I posted, which included the fact that Peak Resources is developing a rare earth refinery in Tees Valley, and the investment is £70m (not $70m as you stated.)  Now, unless IBC Advanced Technologies has licensed their MRT technology to Peak Resources, then this Tees Valley plant is not using MRT.  And, given that the March 2015 agreement between Ucore and IBC granted Ucore "...exclusive rights to IBC’s SuperLig® Molecular Recognition Technology (“SuperLig®” or “MRT”) for rare earth separation and recycling applications, in addition to tailings processing applications," I would find it hard to believe that IBC has also licensed the technology to Peak Resources.

Furthermore, going to Peak Resources web site, I looked at their most recent presentation.  On page 30 of that presentation, they give this information:

Tees Valley Refinery

1) selective leach process
2) low strength acids - no acid roast
3) modular plastic tanks
4) small SX separation plant
5) bulk, low-cost reagents available
6) pre-existing utilities
7) existing waste management facilities

(I've inserted the numbers.)  Items 1, 2, 4 and 5 indicate that this is not using MRT.

So, I believe that this demonstrates that this plant will not use MRT.
