Pip, your research skills are no better than Dragon's. You didn't read the entire resolution from AIDEA. Here's the relevant part, that is, not the WHEREASs but rather the BE IT RESOLVEDs.

"... Section 2. The Executive Director is authorized to enter into a cost reimbursement agreement with UCore on terms and conditions that the Executive Director deems appropriate. The cost reimbursement agreement will provide that UCore shall reimburse the Authority for its due diligence expenses with respect to the Development activities, in a total amount not to exceed $100,000..."

I've bolded the important part. You got the direction of the payment wrong. Ucore pays AIDEA, not the other way around.

Dragon,  you said "...are you going to take on debt until you absolutely have to?" I'd say that Ucore absolutely has to. My estimates are that they have about one month of cash left.
