I am afraid I would have to say, yes he is. he may complain about how slow Ucore is and share count, but he saw what all of us see.
The amount of REE needed in just a few years is double or triple from what it is needed now. Nobody trusts China not to use control of REE to force consessions in business or political.
So the world needs new separation tech. Ucore is closest to pulling off new tech, not relearning old SX tech. Yes, Ucore is slow, turtle slow but if your remember the turtle won the race. Can Ucore get RSX to work at commercial scale? The chemisty is the same as SX the only different is the pumping. Like anything the first batch is trail and error, but then it improves.
Example: When the shipyard was cutting up subs. The first sub took sixteen month to get down to the keel blocks. The thirty second sub took three and half month to get down to the keel blocks. Each time you do something you learn how to do is faster.
