its only a contract if RSX meets the milestones in it
they can receive zero if it doesnt      or get 4 million and then get shut out  like they got DOD cash for pilot plant and then it went on shelf till ucore bought it ( like 8 yrs ago)
this is a look see
I hope it does great  but by looking at pps gets beaten down once again, we are the only ones interested
