It makes sense if you see it from DOD point of view.

Dear Rapid,
Good morning all.
Looks like it is going to be a very wet Thankgiving this year.  Maybe a little snow.  To all of you, I would like to wish a good and safe Thankgiving.  When Ucore pays off big time you need to be around.

Okay Rapid, DOD's point of view is different than other industries.  By one factor and that is temperature.  The magnets that DOD needs have to hold there magnetism at high temperature, like in the guidance fins of a missle's rocket moter.  In simple terms DOD needs heavy REEs to build weapons.
As for the press release about the 4 million from DOD, where Pat said both lights and heavies.  I can think of three reason why he would say both.
Reason 1:  He was covering all his bases, to promote RSX.  In other words selling RSX.

Reason 2:  He did not know or understand the government language of the award.  It is almost it's own dailect of engish full of a lot of government jargon.

Reason 3:  DOD told him to say both as a part of disinformation for the Chinese.

Like I have said before, when Ucore separates DOD's heavy REE concertrate.  DOD will fund SMC at least to the 5000 tpa level to see if the tech proves out.  How well it proves out will determine how much more funding Ucore gets.
I am of the opinion that government funding will act like priming the pump to get more funding from OEMs.
