Though it is a form of dilution, it is a way for the company to fund ongoing work with little direct cash outlay.

As well , it encourages the contractors to try to ensure their work provides some value (and share appreciation) to projects and thus benefit both shareholders and ultimately themselves.

Thus an incentive program for the contractors.
