Simple answer to your simple question is, because it's only 3 cents.
You're gambling 3 cents to hopefully make a 100% gain, and possibly more.

If this was a well managed company do you believe it would be 3 cents today? Not a chance.
And to take it a step further, any company trading at 3 cents is trading there because it's a poorly run company.

VRB is no exception.
