I do agree with you on the FDA approval process, I have researched this before and you are correct. FDA approval is the hardest in the world to get. The process was intiated December 2011 so it will be at least another 6-12 months before we hear anything. As far as the dilution, you are also correct, it is dilution. However the PP  can only be looked at as a plus for the company, they need to raise extra capital to build units to fill POs. If the company is unable to fill its POs it will truely be a failure, so this will only benefit the company and shareholders in the long run. As far as who will pay for the test, I'm not sure who will cover it in other parts of the world, in Canada however, OHIP will cover the test as long as it is physician referred.
