You're statement "any capital expenditure can be economically justified it gets priority approval whether it is in the budget or not" is completely bogus. I have been consulting with large oil and gas corporations for a number of years now, and no matter how economically justified a number of projects are, they simply don't get done. Why? RISK MANAGEMENT. I have proven to a client that the installation of a temporary storage facility would result in a net savings of $2,000,000 over a period of 3 months. They did not want to do the project because they would take on liability from an environmental perspective. The same applies to the field manager who is giving his bosses a steady income, what do you think happens to him and his colleagues that put in a new technology that hasn't been sufficiently proven? (I would also maintain they would get the axe if something went wrong AFTER the product was sufficiently proven).
The number of trials run by WEE have reported success, but only after the continued application of these trial experiments will large players become involved. they are making billions now, so why would they risk guaranteed methods used for profit to increase billions to more billions? They won't, and being on the outside looking in, the fact that WEE continues to run trial experiments and clients continue to be happy with their return is enough to convince me to invest with this company, and hold for long. This just doesn't happen over night buddy
