The announcement of a new project could also help. I think WND might be held down now because nat gas prices have fallen so low. This makes new wind projects less attractive. Just look at what Boone Pickens did with his wind project plans (they failed for now). The very rich tax grants are also done (for now) which make future projects look less profitable. I still think WND is undervalued based on just the current projects (giving zero value to any future projects).
When WND has positive net earnings it will open itself up to a new group of buyers. Some funds can't touch stocks that have no real earnings. When they start a dividend it will attract yet another set of buyers. The same with changing exchanges and having a share price over $5. I think these will all come to pass in the next few years...unless we get acquired.
