answer to your question 2

 

- a big shareholder won't bother with the current price action after the bid fell through (actually the bidder was more or less sent away). I think small retail shareholders often misunderstand how investing works. This is no casino for those guys, they know what they invested in.

- the big seller (although big is overstated, probably sold because of the subsidies that might be lowered or altered in the future. If I am correct in the last couple of weeks the subsidy law (or whateve it is called) was not  submitted with another bunch of laws and that made it more difficult to get approved stand alone.

Someone therefore decided to sell his/her position but I think he/she doesn't realize how the portfolio of WND looks. 
Windstar, Kingman and Yabucoa alone make this company worth more than 2.5-3.0 easily and those project received or will still receive subsidies.

The price action of yesterday was to be expected.
Again, small retail investors in a low volume stock don't understand what investing is about.
They don't know finance or the business itself well enough to make good decisions.
