RE: RE: Overflow of applications ??? The overflow of applications is only part of the equation. There are cases of applications with "questionable" expenses being claimed. Consequently applications have come under increasing scrutiny. The Windstar grant is a large one thus would face considerable scrutiny. Applications are taking longer to process therefore creating a backlog.
