I should have said they are not counting on the full amount as that is not likely. I can see them "negotiating" a lesser amount which would still be a "win" for both sides.

Jeff, however does seem confident in the full payout based on a "conservative" 20% developer fee. Kingman, a much smaller project was granted based on 15% developer fee, I believe.A 20% developer fee for a project the size of Windstar seems reasonable and in line with previous Treasury guidance.

But I also understand the politicians are pressing the Treasury to reduce payouts so they may say no more money for you Mr Windstar.

At any rate they are moving ahead based on the current realty and Jeff is confident the world class assets his team has built will pay off for the shareholders in the long term (24 months, hopefully $5 a share).
