Windstar is next to Brookfield.

So what? There are now incentives for 2013 development of projects. IMO WND's early-stage developments are not whether they value it. 

California PPAs are huge already. Percentage-wise the production credit is nice but not very significant, especially compared to the existing WND production base.

Perhaps an analogy will do.

You are going to buy my mining company that has a gold mine, which produces EBITDA of $300 million per year. It also has a small copper mine in development that is supposed to produce $1 million EBITDA per year producing about 330,000 pounds per year once it is developed. The US wants more copper and so gives a tax deduction of 2 cents for each pound of copper produced. That works out to $6600 more per year.

A buyer of my company is not going to raise the bid very much more for an extra $6.6k per year on a $301 million EBITDA project. 

But I will listen to that call, if you think it is worthwhile.
