I don't think it's the geography, and it's not lack of institutional interest and position. Just lack of a catalyst (and overhang from the financing).
I've found this to be a pretty useful link, by the way, someone posted it on another board, I've changed the symbol to show Volta's institutional and mutual fund holders

I really like the list, some really savvy players there - but it does make the day-to-day action that much more difficult to handle.
