Looking into the history of this Co says that there is going some long term stock ready to be dumped when the opportunity arises. I see two sellers getting out. It represents a heck of a chance to buy a lot of stock cheaply. The business history of the company is irrelevant. The acquisition of this much stock by two directors is, most certainly, very relevant.
Is it high risk? Yes.
Is it high risk at 9.5 cents? I think not.
