red herrings-  Dundee is not "building a golf course and hotel".  The real estate branch of Dundee Corporation (Dundee 360) is developing an upscale residential and commercial complex in the coastal Mangsang area of Gangwon (the same province as Sangdong) about 50 km away from the tungsten mine. 
-  Gangwon is the largest province in Korea and is under-developed compared to the rest because of its geography of very rugged mountains and harsh winter climate.  Winter Olympics in Pyeongchang offer good real estate opportunities in the region.  The high-end Mangsang complex maybe indicates that Dundee is a good real estate developer.  in any case it does not have anything to do with the tungsten mine.
-  There are golf courses and ski slopes near Sangdong that likely are now being readied to service tourists ifor the olympics and hopefully later as well. The Mayor of Sangdong has expressed frustration that these "theme parks" are being accomplished in nearby villages, while construction at his mine has not started yet.  However things may be now beginning to move (why else do the 450k bridge loan?)
