There is really no reason to add when you know there are a lot of issues to be resolved.. 1. IMC 2. Financing 3) local politics 4) Mine and Processing Plants to name a few..
If I did not own any shares, would I have added on this news ? Most likely, knowing very well that it will be a 3 year bet and it would be totally speculative position..
