refiners letting consumers down

With the price of feedstock at the lowest pricei in six years.................it appears the refiners are not passing the savings on to the consumer.  Possibly there should be some government push to get them to lower their profit margins..................after all was that not the whole idea of this , to get the consumer more money in their pockets.  If they don't lower the price at the pump how can the demand equation be coupled with the ever lower price?
