"Wescorp and Weatherford are continuing to work towards finalizing our long-term global distribution license agreement."

I think a global distribution license is quite complicated and from what I've heard is not unusual for Weatherford to take so long in finalizing.  I don't think management would include the above statement unless they were very confident the deal was going to get done.
