It's a legal process, so yes it's being done kegally. Many of Xebec employees are shareholders as well. IVS continues Xebec as a going concern and employees continue to work. IVS will go public and Xebec shareholders will be subsumed.

Does anybody know how many creditors still have to be paid off out of the $17 million left to disburse? And I can't find Hygear on the asset sales page? Anybody?

The gold is in Xebec's patents like PSA technology. Contracts are in place, and there is great potential for growth, which in turn could drive consolidation  and / or takeover efforts.
