Not much traded at 24c. The volume was in 23.5c and in big numbers that is a decent arbitrage for no risk.

With a DeBeers buyout at $.24 and a stock at $.24; people ARE betting on a bidding war. Nobody buys a stock expecting to lose (price -commission = loss).
