I have friend who is thinking of doing the same thing, from their rrsp to tfsa, not sure if it will trigger withholding tax, like withdrawing rrsp's normally prematurally.

good time for a tfsa transfer-in-kind
took advantage of the currently low share price of .035 and did a transfer-in-kind to my tfsa of 171,428 shares.
