By all means iterate for us what Rio is actually correct on. I would be interested in what you think he actually has correct. The process of the EIS under NEPA is full of potential delays and environmental groups are expert at exploiting those delays. All of the EIS process can be taken with the shortest possible delay time frame considered, that being a hopeful optimal condition or taken as going to be delay to the maximum extent possible. People involved in this project took the view that they would experiance minimum delay and then became disappointed when average delays in the Permit loop cropped up.
