Trying to figure out the exchange rate

Trying to figure out the exchange rateIt seems to me that they have put a 0.465 exchange rate into effect for these two stocks. If shn.un is up 10 cents should FE be up 4.65 cents? In the pre-takeover days if shn was up on rising NG prices - like today - FE would be twice as much if not more, due to their higher PE. Will FE's higher PE and sensitivity to NG pricing be reflected in SHN's price until the merger? I am tryng to figure out when it would be profitable to swap from FE to SHN or from SHN to FE. Serious replies appreciated.
