extortThere's always locals trying to extort more money from rich foreigners (my opinion). Look at Gabriel -- buying people new houses, giving them jobs in a hopeless area, no environmental concerns (already a former mining area), and still there are a few people complaining and holding things up. With government support in the racket. And Gabriel is a bigger resource, with a huge mining company as a share-holder. It's been held up for years. I don't know this is happening for a fact here, but it happens in lots of places.
