funny, I read the same thing the first time over it and sort scratched my head wondering what it meant too.

IMO, if you are the registered owner of a property you can apply for permission to work it. If the ownership of any given property is in dispute one might shy away from throwing tons of cash at it until title is no longer disputed. However, and IMO, Sulliden w/permit in hand can start work any time they see fit. IMO, 5 days from now, on the 27th, there will either be a green, yellow or red light. My guess is we get a green light... my guess is this is why Athos is gone. In any case, the champagne will be chilling.
good luck guys, and I hope everyone on this board was able to secure the position they wanted going into this... we might see a 10% jump on the open tomorrow and maybe even .65+ tomorrow... not sure though, its a bit early for celebrating quite yet, still, this is awesome news!!
