Who is in charge now?

So NOR will now have 15 million shares out of a float of 60 million. %25 of the company will give them several seats on the board, at the very least. Who has the greatest block of voting shares? Did EAR buy NOR, or did NOR buy EAR? I saw this happen with WRX, where the company they bought effectively swallowed them.
