Someone is suppressing the price !!

Someone is suppressing the price !! Every time the ASK starts to move up and the sell volume is low someone sells just enough to suppress a small rally. I am assuming that someone .. or a group .. is doing this to acquire significant volume while these prices remain a bargain !!!!!
