If Jennifer is talking about building something that could produce vaccines for a national emergency it makes sense that the fed gov't would get involved.

Bioniche update for those interested.
The USDA refused to license Bioniche's Ecoli vaccine. They admitted
that they could not refute the statistical proof that Bioniche had that
the vaccine was effective in eliminating ecoli, they however plain
refused to approve the vaccine. Thoughts are that they are waiting upon
Canadian approval first since it is a Canadian company developed drug.
Political pressure is also being put on the USDA by US Senators and
other politicians to approve the drug. They will get USDA approval, but
probably not for several months.
I have it from reliable sources that the Canadian government is
granting Bioniche a very large sum of money to build the facilities to
roll out the drug in large quantities. The number I have heard is over
$20 million, so time will tell. This grant should be announced within
the next 2 weeks. If this is accurate, than there is no way the ecoli
vaccine will not get Canadian approval, most likely in December. This
would be HUGE!!!
As for the human bladder cancer drug, MCC. As you are aware, it is
in phase 3 testing and Bioniche is looking for a partnership for the
drug. The partnership is very close. Test results for the drug has
shown that people are being cured from non-muscle invasive bladder
cancer. Needless to say, this will be huge as well. A partnership
announcement is 50-50 during December, but should be 100% by end of
Janaury.
Bioniche is trading at $0.60 which is mind numbing given they have
revenues of $27 million and would be profitable based on current
business model. They are like most biotechs in that R&D is high and
Bioniche has been working on developing Ecoli and MCC, hence they are
losing money. That will change.
My thoughts are this. Keep watching Bioniche, symbol is BNC on
Toronto. If you see the stock starting to move up on decent volume,
than an announcement will be very close for either MCC partnership or
the grant from the government. Once one of these announcements come
out, then we should see nothing but gains. Good luck to any that
