Do you know anything about open pit mining, or anything at all about mining for that matter? TMM will have to dig a large pit to extract and of their moly ore. This will require that they strip/remove roughly 266,222,000 tonnes of waste/overburden before they can start extracting (mining) the moly ore. That would probably cost roughly $1.8 billion dollars assuming a cost of $7/tonne. To be clear, that means they will have to spend $1.8 billon before they start mining any moly!
You cannot just start digging a very large hole into the side of a mountain - it will fall down on you - they will have to remove the mountain above and around the mining area.
