Justified?

Justified?The company has been recoding negative revenue growth for the past few years and has payed management over $100k for "bonuses". However, the company is really concentrated in innovation and i can see it really blast when demand for electricity grows. I don't believe the stock's continuous weak performance is justified. Especially now that it reached a new 52 week low of $1.19 on the 28th of March. What do you guys think?
